Commonwealth Supported Place (CSP)
A Commonwealth supported place is a higher education place for which the Commonwealth Government makes a contribution towards the cost of a student’s education. Students enrolled in these places are only required to contribute part of the cost of their course.
Some Commonwealth-supported students are eligible to defer payment of their student contribution via HECS-HELP, or to receive a discount for paying their student contribution up-front. Some Commonwealth-supported students are not eligible for a discount or to defer payment and must pay their student contribution up-front.

Eligibility
To be eligible for a Commonwealth Supported Place you must be either:
- an Australian citizen;
- a New Zealand citizen; or
- the holder of an Australian Permanent Resident Visa.
How much do I pay?
The student contribution is calculated based on the units of study that you enrol in. Each unit is assigned to a ‘band’ according to the subject area that it comes from. The band tells us how much to charge for one Effective Full Time Student Load (EFTSL), equivalent to 100 credit points at Swinburne. Most higher education units at Swinburne are 12.5 credit points (0.125 EFTSL) so to calculate the cost of a unit we multiply the contribution amount for that designated band by 0.125.
For example, the student contribution amount for a 12.5 credit point engineering unit of study would be $8,050 x 0.125 = $1006.25.

Indicative Fees - An easier way
To accurately calculate the fee for any course you need to know which units you will be enrolled in as well as the EFTSL and Band for each unit. A much easier way is to get an estimate of the student contribution by assuming that all the units in a course will be in the same band.
For example, in an Engineering Degree many of the units will be in Band 2 so the student contribution for one year of full time study will be approximately $8,050. A semester’s enrolment will be approximately half this amount ($4,025). The actual fee may be slightly higher or lower depending on the units undertaken, but this figure is a good estimate. To make it even easier we have done this estimate for you and an approximate fee for each program can be found in the Undergraduate Course Fees list.
If you know the units that you will be enrolling in and want to calculate a more accurate figure, the cost of each unit can be found in the Unit of Study Fee Schedules. Adding the cost of each unit together will give you the cost for that teaching period.
Industry Based Learning (IBL) - Student Contribution Fee
Industry-Based Learning (IBL) is a program for undergraduate students in which they are offered the opportunity to undertake full-time, paid employment in industry, in an area relevant to their studies.
Students enrolling in an Industry-Based Learning (IBL) unit will incur a:
- $3,000 fee for a full year IBL placement or
- $1,500 fee or a semester IBL placement.
Part-time IBL placements (if applicable) for a 12 month placement will incur a:
- $1,800 fee for IBL placements of 3 days or less (per week) or
- $3,000 fee for IBL placement over 3 days (per week)
Students eligible for HECS-HELP or FEE-HELP will be able to defer this fee through the HELP scheme.
Transition Arrangements
From time to time the Government changes the rules and student contribution amounts that apply to Commonwealth Supported Students. When changes are made there are often transition arrangements put in place so that current students are not subject to the new conditions and fees.
If you are a continuing student with Swinburne, the University will automatically calculate your correct student contribution. If you are commencing study with Swinburne for the first time in 2012 but have previously studied at another University please provide your Faculty with details of your previous study by completing the Application to be considered as a Pre-2008, Pre-2009 or Post-2009 Commonwealth Supported Student so that we can confirm that you are on the correct contribution rate.
Undergraduate Full Fee Paying Places (Domestic)
A fee-paying place is one for which the university does not receive any government funding. As such, students enrolled in these places are required to contribute the full cost of their course. A loan program, FEE-HELP, is available to assist eligible domestic fee-paying students to pay their tuition fees.
Changes in Government policy in 2009 mean that Domestic Full Fee Paying places will not be available to students commencing in 2011 except for courses that have employer reserved places. At Swinburne the Associate Degree of Aviation has employer reserved places.

Important information
HECS-HELP Upfront Discount (Applicable to all Higher Education Students)
The Government has passed legislation effective from 1st January 2012, which now lowers the HECS discount for Upfront Payers who contribute payments of $500 or more from 20% to 10%. The University is currently updating its systems to reflect these changes.
Student Amenities Fee (Applicable to all Higher Education Students)
The Government has approved the Student Services and Amenities Bill to take effect from 1st January 2012. The University is currently updating its systems. The indicative fee will be $263.00 for a full-time student. Students will be given the option to defer all or part of the Student Amenities Fee.
