Sustainable Living in the City (SLiC) Evaluation Framework Review

Purpose/Aim of Project

The objective of this project is to undertake an expert review of the evaluation framework for the City of Melbourne’s Sustainable Living in the City (SLiC) program.

The project involves review of the draft evaluation framework and the evaluation tools developed for internal evaluation, and for the provision of external evaluation services to throughout the implementation of the project.

Stakeholders/Partners

The City of Melbourne has engaged the National Centre for Sustainability at Swinburne to undertake the project.

Background

The City of Melbourne has strong environmental polices focused on conservation of water, reduction of greenhouse emissions and reduction of waste to landfill, and has set goals and targets across these issues.

Results from a recent residential survey conducted by Council indicated that residents want to help improve the natural environment. Although more than 70 per cent of Council’s residents live in apartments, there are few programs aimed at reducing the environmental impact of apartment buildings.

The residential sector in the City of Melbourne accounts for around:

bullet

22 per cent of the city's water consumption;

bullet

7 per cent of greenhouse gas emissions; and

bullet

More than 14,000 tonnes of waste sent to landfill each year.

The results of this survey and the development of the previously mentioned policies has lead Council to now undertake some environmental implementation programs.

The Sustainable Living in the City program has been developed to reduce the environmental impact of high-rise residential buildings by:

bullet

Coordinating a focused and well designed environmental education program covering waste, water, energy, transport, and biodiversity; and

bullet

Providing funding for small scale environmental retrofits on buildings and/or apartments; designed and implemented in consultation with bodies corporate, owners, building managers and residents.

This program will help to provide people associated with high-rise apartments with the knowledge, skills and resources to reduce the impact on the environment.

The City of Melbourne has completed preliminary project design and has developed a draft evaluation framework for the project, to be refined in conjunction with the project design.

Project Status

The project commenced in July 2006 and will be completed with review of the evaluation processes for the SLiC program, to be run in 2007.

Project Outcomes

NCS will provide an Expert Review of the SLiC Evaluation Framework including:

bullet

recommendations for improving the evaluation framework;

bullet

enhancing the design of evaluation tools to deliver effective evaluation, and;

bullet

commentary relating to the practical delivery of evaluation by City of Melbourne and external evaluation parties.

The project report will comment on the structure of the Evaluation Framework and its effectiveness.
