Swinburne University Cleaning Contractors

Swinburne University has one external cleaning contractor covering the six campuses.

Swinburne's objective through the Cleaning Contract is to:
Maintain all areas to a high standard of hygiene and tidiness, meeting the expectation of users;
Implement best management practices in cleaning operations;
Achieve efficient and effective performance;
Ensure the health and safety of staff, students and users of the designated areas.

The contractor is also responsible for the cleaning of external areas such as entrance and exit areas, pathways, verandahs and balconies or for moving furniture and exam set ups. Any requests for services or queries should be submitted via the Remote Requester system.

Process for Routine Services

The Remote Requester system should be used to log requests including cleaning including complaints for missed services. For urgent matters contact the Operations Department, Hawthorn 9214 8086, Prahran 9214 6750, Eastern Campuses 9726 1684.

Process for Additional Services

Additional cleaning services including quotations can be arranged via the Remote Requester system. Please note requests for additional services will only be actioned where an account code is supplied.

Swinburne staff should not approach cleaning staff directly with complaints or requests for a variation to cleaning routines or other additional works.

General Information

Cleaning services are undertaken on all campuses Monday to Friday. A detailed specification is available to Departmental Managers on request.

The Cleaning Contractors are required as far as practicable to use materials supplied by a Quality Assured Company as defined by the relevant standard.

Cleaners and/or supervisors employed by the Cleaning Contractor are subject to a security clearance process before they can work on the University site.

Cleaners employed by the Contractor to work on University sites are required to wear company uniforms including company staff identification at all times.

Cleaners employed by the Contractor have been properly trained to carry out all duties related to their employment.

Cleaning staff have been instructed not to move or touch items left on desks or shelves including items of equipment, papers, documents books etc. regardless of whether they obstruct cleaning services. Cleaning staff will only remove rubbish that is placed in a rubbish bin.

The Cleaning Contractor is required on a fortnightly basis to complete a Swinburne cleaning system quality control report. The cleaning service is evaluated against specified criteria.

Cleaning Contract Specifications

The following is an extract from the contract that covers the overall responsibilities of the contractor.

2. Floors
2.1. Including entrances, stairwells, foyers, landings corridors, lecture theatres, student lounges, classrooms and offices. Note: all floors to be left dry and in a non-slip and safe condition. As required, deal with minor emergencies such as spills and stains from coffee and other drinks, photocopies and the like.

5. General Duties

8.1. Toilets, Washrooms, Bathrooms, Sick or First Aid Rooms, Shower Areas & Change Rooms.

8.2. Includes pans, seats, lids, urinals, taps, all fittings, pipes, doors, door handles and hinges, mirror push plates, kick plates, wall and floor tiles, basins, flushers, toilet paper and towel dispensers, electric hand dryers, plugs, drains, shower roses, shower recesses, partitions, locks, clothes hooks and bins, etc.

Service all toilets, including after peak traffic periods, which includes thoroughly scrubbing toilets with approved disinfectant, wiping around bowl, seats, lids, handles and pipes.

2nd Cleaning Service to toilets – prior to evening class start times to ensure toilet paper is replaced, all rubbish is removed and bins emptied, basin wiped down, toilets cleaned again and floors mopped if necessary.

Clean and disinfect areas to remove all dust, dirt, grime, graffiti, spills, finger marks or other offensive matter to a standard which complies with every Hygienic and OHS requirement or standard imposed by or under any law in force in the State of Victoria.

10. Recycling

Distribute paper recycling bins to departments and designated areas. Check bins daily and when full remove to designated locations for collection by Recycling Contractor.

Collect cardboard, flatten and bale (except Hawthorn Campus). Take to designated areas for collection.

General Waste bins – put out for collection and then return to designated areas.

11. Reporting of Faults

Staff should empty personal recycle boxes into the blue recycle bins provided. Cleaning Contractors are responsible for collection of paper from the blue recycle bins only.

Cardboard Disposal

Hawthorn Campus
At Hawthorn, the Operations Department is responsible for the removal of cardboard. Staff should flatten boxes and log a work request to have the cardboard removed.

All Other Campuses
The Cleaning Contractor is responsible for removal of cardboard at all other campuses. Staff should flatten boxes and log a work request to have the cardboard removed.

Security Paper Destruction

This service is not the responsibility of the Cleaning Contractor. Departments can arrange it directly with the company INFOSHRED 1300 850 038. Departments will be charged directly for the service.
