Vice-Chancellor and President

According to the University Act and Statute 9, the Vice-Chancellor is Chief Executive Officer of the University. Council delegates to the Vice-Chancellor the authority to undertake general management of the University – in legal parlance to ‘exercise general superintendence over the educational and administrative affairs of the university’, and ‘to be responsible for maintaining the discipline of the university’.

The powers of the other executive officers of the University are delegated by the Vice-Chancellor, in a nested sequence.

The Vice-Chancellor is accountable to Council, according to an agreed set of objectives, performance indicators and criteria. The other senior managers of the University are, in turn, accountable to the Vice-Chancellor in the same way.

Deputy Vice-Chancellors

Each Division of the University is headed by a Deputy Vice-Chancellor.

The Deputy Vice-Chancellors are responsible, through effective leadership and management, for the development of their Divisions in accordance with the mission of the Division. They are charged with developing a strong understanding and high level of commitment of staff and students to the strategic direction and goals of the Division.

The Deputy Vice-Chancellors have specific authority delegated from the Vice-Chancellor to exercise a range of management functions and responsibilities within the Division, including:

  • Strategic and business planning for the Division within the context of the University Statement of Strategic Directions;
  • Most human resource matters within the Division;
  • All financial and budgetary matters within the Division;
  • Performance management including setting of Divisional targets and reporting of performance against those targets;
  • Oversight of quality assurance and improvement;
  • Maintenance and enhancement of academic standards of the Division’s offerings

Each Deputy Vice-Chancellor is advised by a Divisional Advisory Board, comprising members of Council, staff and student representatives and representatives of external stakeholders. In the case of the TAFE Division, this Board serves as the Board of Technical and Further Education. These Boards provide strategic advice on the overall directions and development of the Division.

Deputy Vice-Chancellors can also establish internal advisory committees, comprising heads of the Schools within the Division and senior divisional managers. These committees provide advice on the administration and strategic planning of the Division, and the other matters delegated to the Deputy Vice-Chancellor detailed above.

Vice-President (Student and Corporate Services)

The Vice-President (Student and Corporate Services) is responsible for all aspects of the University’s resources management and with all services that support University operations and student services, including:


Pro Vice-Chancellor (International and Development)

The Pro Vice-Chancellor (International and Development) leads the University’s International Division which comprises: The Office of the Pro Vice-Chancellor (International), with overall responsibility for the University’s internationalisation policies; Swinburne International, responsible for the recruitment, admission and support of international students who study at Swinburne’s Australian campuses; The Office of Transnational Education, responsible for matters relating to programs conducted outside Australia; and the Education Abroad Office which manages Swinburne’s student exchange program. The Pro Vice-Chancellor (International and Development) is also responsible for the University’s marketing, external affairs and Alumni and Development areas.

Pro Vice-Chancellor (Research)

The Pro Vice-Chancellor (Research) co-ordinates and promotes the development of research activity in the University, on behalf of the Vice-Chancellor.

The Pro Vice-Chancellor (Research) is chair of the Board of Research, which is responsible for the development of research strategies, objectives and targets, resources and infrastructure.

The Pro Vice-Chancellor (Research) is also chair of the Higher Degrees Committee, a committee of the Academic Board, which is concerned with all matters relating to higher degrees by research.

Heads of Academic Units

The Heads of each of the University’s Schools and Institutes have delegated authority to manage the affairs of each unit, including similar responsibilities as those outlined above for the Divisional Deputy Vice-Chancellors, but within the scope of the unit.

Executive Group

The Executive Group is chaired by the Vice-Chancellor. The Group also comprises: Deputy Vice-Chancellor (Higher Education), Deputy Vice-Chancellor (TAFE), Deputy Vice-Chancellor (Learning & Teaching), Vice-President (Student and Corporate Services), Pro Vice-Chancellor (Research) and the Pro Vice-Chancellor (International and Development).

The Executive Group is the senior forum for the development and implementation of:

  • administrative policies
  • internal communication
  • new course initiatives, and the monitoring and review of the provision of core services.

The Executive Group also gives approval for new course proposals to be developed, after considering their resource and strategic implications. These are then sent through the academic approval track to Council.
